The network week was jointly organized by Blavatnik interdisciplinary Network Research Center (ICRC), Yuval ne'eman workshop for science, technology and security, Israel's national network authority, Tel Aviv University, the office of the Prime Minister of Israel and the Ministry of foreign affairs of Israel.

At the 8th annual Cyber Security International Conference of cyber week on June 20, Israeli Prime Minister Benjamin Netanyahu again attended the conference and delivered a speech. It's a great pleasure to be here today with Joseph klafter, President of Tel Aviv University, and Professor Ben Israel. A few years ago, Professor Ben Israel reminded me to read a science fiction about cyber war between China and the United States. I finished it in one night and decided it was time for us to act. In fact, we did. I worked with Professor Eviatar matania, who was appointed director of National Cybersecurity, to develop a plan that is now being implemented by Yigal Unna. At the same time, congratulations to Yigal Unna for winning the network security award. It's a great pleasure to join more than 8000 guests from more than 60 countries in Israel's cyber week. Today, I would like to talk about our bright future and the terrible threats we face, as well as how to protect our equipment, aircraft, network and other electronic related cyber security, which is one of the most important challenges facing human society. At this meeting, I will deliver a message to all people around the world who are committed to cyber attack defense.

This is not far fetched. In jargon, national hackers can do more. They can do everything you hear above, or even more. National hackers can destroy our most sensitive systems, and even control some important systems. This is not only in theory, but the fact that is happening now. Otherwise, you will not come to this meeting. If it wasn't for these amazing threats to our banks, airplanes and even weapons, there would not be these cyber security companies, let alone this booming industry.

Stuart Russel, a computer major at the University of Berkeley, describes a small four-axis vehicle an inch in diameter that can carry about 1 or 2 grams of explosive weapons and can be programmed to carry out face recognition attacks. "There are thousands of photos here, with the goals I want.". Three million such small four-axis vehicles can be installed in a semi tracked trailer, and if there are three such trucks, 10 million weapons can be formed to attack New York. In the future, there will be millions of such weapons that can be programmed and activated by just three people. Imagine that people will be "hunted" in many parts of the world. People need to hide underground to avoid detection. It's just a simple situation, and worse. But I think we have a way to defend against these threats, because it's an omnipresent, indefinite race, and we need to keep ahead to stay ahead. But with the incredible growth and opportunities of the digital age, future challenges will continue to escalate. Here, I would like to say that it is true that we will absolutely protect ourselves, our country and others from any kind of cyber challenge.

Israel has received 20% of the world's private investment in cybersecurity, which is very large. Considering that our population only accounts for one thousandth of the world's population, it means that "our boxing times are 200 times our weight". Due to the obvious demand and the fact that Israel has become the focus of the field of cybersecurity, China's cybersecurity income is rising and will continue to rise. Eight years ago, my goal was to build Israel into one of the five largest Internet powers in the world. Today, I think we have reached and exceeded that goal. In 2017, Israel's network security industry exported US $3.8 billion and invested US $815 million (nearly US $1 billion) in the field of network security. There are 420 network security companies, 50 international R & D centers and the top 10% in the academic research capacity of network security. In addition, our cybersecurity center in belsheba has made progress. The center is special because it includes several adjacent departments - IDF, University and cert-il. In addition, the University of bengurian also has a railway express to the University of Tel Aviv. This industrial park has been developing and the world's leading network security companies are all settling in. We invite you to visit and settle in. This industrial park has a core concept: within 200 square meters, military, academic and commercial exchanges. This idea is of great significance and brings many benefits, because people's thoughts benefit each other through close contact. In spite of the digital age, meeting and communication still have great benefits. However, there will be some risks, especially considering the impact and risks of the transformation of military applications and network security applications on national security. But I am willing to take this risk, because I think network security develops in cooperation. Cybersecurity has a huge commercial market, although it is a huge sunk cost for us. Every year, we invest a lot in military intelligence, Mossad, sinbet (Israel Security Agency) and other intelligence organizations, and a lot of these investments are being converted into cybersecurity business. Because of the huge sunk cost, we think there is a huge business opportunity in this never-ending demand for network security.

We are going through profound changes, a real historical change. (compared with the top ten global companies in 2006 and 2016), from 2006 to 2016, the top ten global companies changed from 5 energy companies, 3 financial companies and 1 it company Microsoft to 5 IT companies and 1 energy company (ExxonMobil dropped from the first to the fifth). We have never seen a similar situation in the history of human society and economy. We are witnessing the integration of big data, artificial intelligence and the Internet. This has not only changed the traditional industries, but also created new industries, including today's meeting of the network security industry. This industry didn't exist before. It created its own demand and grew exponentially.

In addition to the network security industry, we are also developing precision agriculture in Israel, through drones and ground sensors, to achieve drip irrigation and fertilization. Using these data and drones, we can accurately deliver water and fertilizer to specific plants. Another example is our intelligent travel field. We have 4000 entrepreneurs, 500 technology companies and 250 research teams. Based on the same theory, waze, an Israeli mapping company, was acquired by Google for nearly $1 billion, and Mobileye by Intel for nearly $15 billion. In addition, we are also in the leading position in the field of digital health care. We have invested US $1 billion in digital health care, 98% of the Israelis have a record of digital health care, and digital health care is also the largest and most potential in these industries (introduce some progress in the field of digital health care).

These are all new industries, and these conceptual products have generated great wealth and great benefits to human beings. As a result, the digital age has created growth, wealth and benefits that we never imagined, and we cannot go back to the age of leverage, pulleys and messengers. Because we are moving forward, we are extremely vulnerable in every aspect of these areas, including automobile transportation and aviation industry. Both civilian and military aircraft are likely to be shot down by cyber attacks. Similarly, there are incredible but achievable opportunities and challenges for each of your national systems. There is no silver bullet in the world, and no absolute solution can prevent even most of the cyber attacks. In Beersheba, we have been monitoring these cyber attacks, we can monitor a lot, we can stop a lot, but the only way to solve this huge challenge is to stay ahead. This is the highest test of our human civilization, not only from criminal organizations and terrorists, but also from other countries. We need joint efforts, which is why we hold this cyber security conference: to protect the present and the future.
